Hello, I'm Beth Carroll. Welcome to NH Outlook.

Its hard to believe. but in Roughly 10 months from now, the NH Primary will be history. Those hoping to write that history.are here, now - in force.
As Richard Ager shows us, the candidates are looking to do more than give voters a good first - or second impression.
They're here to recruit the local activists needed for victory in the Primary.

Kansas Senator Sam Brownback, a Republican presidential candidate, attended a number of small events in New Hampshire Monday.
Brownback admitted in a taping at WMUR’s “Conversation with the Candidates” series that he faces hurdles to getting the nomination because polls suggest that he is behind John McCain, Rudy Giuliani, and Mitt Romney.
Brownback has spent most of his time campaigning for president in Iowa and South Carolina, states that might be more receptive to his social conservative message.

Bill Shaheen backs Clinton
hmrfnho
CONCORD, N.H. - Senator Hillary Rodham Clinton's
presidential campaign has snagged one of New Hampshire's top
political operatives.
Bill Shaheen, husband of former Governor Jeanne Shaheen, will
serve as co-chairman of Clinton's New Hampshire campaign. In an
e-mail to Clinton supporters, Shaheen says he is supporting Clinton
because she's honest and intelligent and has remained true to
herself during tough times.
Shaheen also served as co-chairman of Al Gore and John Kerry's
New Hampshire campaigns. Though Jeanne Shaheen also played a key
role in Kerry's campaign, it remains to be seen whether she also
will sign on with Clinton. The former governor is considering
another run for the U-S Senate and is serving as director of the
Institute of Politics at Harvard.

THE CAMPAIGN SEASON IS OFF AND RUNNING.
SENATOR JOHN MCCAIN WAS IN NEW HAMPSHIRE AND TOOK TIME TO ANSWER SOME TOUGH
QUESTIONS ABOUT HIS STANCE ON THE WAR IN IRAQ.
SCOTT SPRADLING TELLS US WHAT THE PRESIDENTIAL CANDIDATE HAD TO SAY
--REPORTER PKG-AS FOLLOWS-
TOWN MEETINGS WERE THE FOUNDATION OF JOHN MCCAIN'S SUCCESS IN 2000.
NOW, HE'S USING THEM TO GIVE WHAT HE CALLS STRAIGHT TALK ON IRAQ.
I THINK THE TROOPS WILL BE THERE FOR A VERY LONG TIME, THE KEY IS, ARE THEY
GOING TO BE DYING THERE.
MR MCCAIN HELD A MOMENT OF SILENCE FOR NEWPORT ARMY SPECIALIST JUSTIN
ROLLINS. AND WAS ASKED HOW HE'D PREVENT MORE SOLDIERS FROM BEING KILLED BY
ROAD-SIDE BOMBS.
Well, the key is to have the Intel to find where the bombs are being made
before they are placed on the side of the road.
MOST OF THE AUDIENCE QUESTIONS WERE ABOUT HIS POSITIONS ON THE WAR.
MCCAIN DOES NOT BELIEVE THE WAR WAS WHY REPUBLICANS LOST THE MAJORITY LAST
NOVEMBER. BUT HE ADMITS IT HASN'T BEEN HANDLED WELL BY THE PRESIDENT.
HE SAYS TO WIN, THE US MUST WIN THE HEARTS AND MINDS OF MIDDLE EASTERN YOUNG
PEOPLE, AND MAKE SURE NEIGHBORING STATES HELP KEEP THE PEACE
AND, APPEALING TO INDEPENDENT VOTERS, HE URGED A BI-PARTISAN EFFORT.
Thanks very much , great to be with you.
"I won't back down"
MCCAIN WAS WARMLY RECEIVED BY LOCALS, WHO MAY NOT BE READY TO CAST A VOTE,
YET. BUT STILL LIKE HIM.

WASHINGTON -- The Republican National Committee co-chair said New Hampshire's presidential primary will still matter -- even if has to take place in 2007.
Mike Duncan said efforts to move up the primaries might result in a national contest on Feb. 5, 2008. He said the situation could diminish chances for lesser-known candidates.
Duncan said he expects holiday ads and political commercials are going to on the air simultaneously as the primaries move earlier and earlier. The result will be more of a demand on candidates' fund-raising efforts.

MySpace launched its politics channel this weekend, featuring the profiles of 10 U.S. presidential hopefuls — five Democrats and five Republicans — aiming to speak to the notoriously hard-to-reach young voter. MySpace tells us that some 86 percent of MySpace users are of voting age, according to comScore Media Metrix.
What you see today is the beginning of a series of “large-scale” online and offline political programming that will continue through the 2008 election.

Group files complaint about Hunter with the FEC
Following up on a story the Globe first reported, Citizens for Responsibility and Ethics in Washington has filed a complaint with the Federal Elections Commission asking it look into how Congressman Duncan Hunter might be illegally using his political action committee to aid his presidential campaign.
Several campaign finance experts told the Globe that Hunter's use of his PAC to purchase ads in Iowa, New Hampshire, and South Carolina while he is an announced candidate with a separate campaign committee could be against the spirit of the law.
His campaign contends they are "issue ads" and that while Hunter appears and narrates the ad he never mentions his presidential campaign.
"By leveraging his leadership PAC to advance his ambitions, he has clearly violated federal election law," said Melanie Sloan, the executive director of CREW. "If Rep. Hunter wants to play in presidential politics, he needs to learn to follow the rules."

Tancredo on New Bedford raid
Colorado Congressman and presidential candidate Tom Tancredo, a hardline critic of illegal immigration, yesterday called for the illegal immigrants rounded up in New Bedford last week to be deported.
Tancredo, a conservative whose campaign is defined by the issue of illegal immigration, made his comments at the formal opening of his presidential-campaign office in New Hampshire. The handling of the raid by federal agents has been protested by many Massachusetts elected officials because parents have been separated from their young children. "You deport the people that are here illegally," said Tancredo. "Their responsibility is to take care of their children and I am assuming they would take their children with them especially if they are too young to function on their own. At same point of time if that child wants to come back because he is or she is an American citizen they have a right to do so.'' Speaking of the temporarily separated families Tancredo continued to say "My hope is that they will be reunited before they are deported.''

Clinton says ‘ring-wing conspiracy’ was behind phone-jamming plot in NH
In a little covered line during her speech at the New Hampshire Democratic Party’s 100 Club Saturday night, Senator Hillary Clinton said the “vast right-wing conspiracy” that aimed to take down her husband’s presidency was also behind a plot to jam phone lines in the state during the 2002 election. Three Republicans were convicted in the phone jamming scheme set up to help U.S. Senator John E. Sununu defeat then Governor Jeanne Shaheen. Globe columnist Scot Lehigh scores a scoop in his column this morning quoting New Hampshire Democratic power broker Billy Shaheen as saying he is "leaning" towards endorsing New York Senator Hillary Clinton's presidential campaign and that he might do it in the next week or so.Shaheen is married to former New Hampshire Governor Jeanne Shaheen, whose endorsement in the presidential race has been highly sought.
Jeanne ran Jimmy Carter's New Hampshire campaign in 1976, before being the national campaign chairwoman on two presidential campaigns. In 2004, she served as Kerry's national campaign chair.
In 2003, Billy endorsed Kerry in the spring and Jeanne endorsed Kerry in the fall, a dynamic that could play out again with Clinton.

Colorado Congressman Tom Tancredo wrapped up a four-day trip to New Hampshire on Monday by opening up his state headquarters in Manchester.
One of the nation's most vocal and prominent opponents of illegal immigration, Tancredo said that if he officially enters the race "it will be to win not just make a statement".
Among those in the audience was state Representative Andrew Renzullo, a Hudson Republican who last year sponsored a bill that would make illegal immigrants guilty of criminal trespass if they were in the state.
Renzullo said he hasn't made up his mind on whom to support for president yet but noted that Tancredo and California Congressman Duncan Hunter, who hold very similar views, may split the vote among those who care about illegal immigration.
"Both drink out of the same fountain," said Renzullo.

He then went on to joke that voters in New Hampshire should prepare themselves for seeing television ads during the Christmas shopping season.
He meant the phrase as a joke, but such a comment implies that it would be a first. Historically, New Hampshire and Iowa voters have been well accustomed to watching presidential campaign ads during Halloween and through the Christmas season.
In fact, this morning former Massachusetts Governor Mitt Romney began running television ads on expensive Boston broadcast stations in the hope of boosting his name recognition in Southern New Hampshire, which is part of the Boston market.

Earlier in the week, House Majority Leader Mary Jane Wallner, a Concord Democrat, endorsed Clinton.

Another NH Democrat drops US Senate ambitions
A second Democrat, state Senator David Gottesman, said that he is no longer interested in challenging Republican US Senator John E. Sununu in 2008.
Earlier this week, Stonyfield Yogurt CEO Gary Hirshberg said he, too, would not run.
The race is considered one of three in 2008 that could decide which party controls the Senate, which Democrats currently control by one seat.
So far, two Democrats -- Portsmouth Mayor Steve Marchand and former Congressional candidate Katrina Swett -- have filed to run against Sununu. Former astronaut and Dartmouth Medical School professor Jay Buckey, also a Democrat, has formed an exploratory committee.

Alabama's decision not to break DNC rules may hurt N.H.'s primary
The decision from leading lawmakers in Alabama Wednesday not to move their state's presidential primary further up and break Democratic National Committee rules could have a small, but important, effect on New Hampshire's thinking as it considers moving up its primary.
Currently, Alabama's presidential primary is scheduled for Feb. 5, the first date under DNC rules that states other than Iowa, New Hampshire, Nevada, and South Carolina are allowed to hold their primaries. Alabama moved the date last year, but there were new concerns in recent months that Feb. 5 was also Fat Tuesday, a day of major celebration in Mobile. As a result, some Democratic leaders suggested moving the date up to Feb. 2, making Alabama the first state to break DNC rules and paving the way for New Hampshire to do the same. But on Wednesday Alabama leaders decided to keep their primary on Feb. 5. Currently, the DNC has scheduled the New Hampshire Primary for Jan. 22. However, New Hampshire Secretary of State Bill Gardner, the person who actually sets the date, has threatened to move it up.

California moved the state's Presidential primary to February 5, 2008 so that California will vote after delegates are chosen only in Iowa, New Hampshire, Nevada, and South Carolina.
The California presidential primary has been moved many times in the past from its otherwise usual date in June. This time, we may be joined by as many as 19 states on February 5, but we have moved our date to the earliest possible date under rules of the national Democratic Party.
Bob Mulholland, California Democratic Party strategist, noted that there will be a 23 day cycle between the first selection of delegates in Iowa and our primary--and predicted this will be the shortest Presidential nomination battle with Debra Bowen, our Secretary of State declaring the nominees of the parties on the evening of February 5 or morning of February 6. Unless we are heading for a brokered convention with the votes scattered amongst many candidates, which he feels is extremely unlikely, we will know then who the nominees of the parties are and we will have played a major role.
In answer to a question about whether California is trying to displace the role of other
About whether our role will be diluted if other states also move their primaries to February 5:
California is clearly a big fish in this pond and if the pond gets bigger, we’re clearly a big fish. So either way whether there’s five states on that Superbowl Tuesday primary or whether there’s 20 states in the Superbowl Tuesday primary, February 5, we will be a big fish in that pond. S
Today’s passage of SB 113 is a step forward for the people of California and a step forward for the Democratic process. During the 2004 election cycle candidates withdrew $182 million in campaign cash from the ‘California ATM,’ but not a penny of it came back to be spent here. An early primary changes that dynamic. We are already seeing White House hopefuls spending more time and resources here in the Golden State. \\ There are costs, monetary and otherwise, to moving the primary and having a separate election on June 5, 2008 for other matters, but I think we come out a winner on this one.
Great. A March 5 primary in the most expensive media markets in the country. Now the presidential race will only be about who can raise the most money.
Chris: A lot of it, unfortunately, is about money and would be even if we didn't move our primary. So many other states are moving their primary that it is going to be expensive and media driven.
Were we to remain behind in June, money would have winnowed out the field in the earlier primaries. We have already seen more of the candidates speaking to regular voters--such as Edwards speaking to UC Berkeley students--than we have seen for some time.
Seems to me the alternative is for our media expensive state to not count at all--or not likely to count in June.
Delegates are also awarded on a Congressional District, so candidates can campaign in specific areas of the state.
What we really need is a national rotation of the primaries by region.
